Seems to me that if they straight made mortgage interest tax-free to the recipient, just like municipal bonds, the value of mortgage line would suddenly jump 20-30% or more. Why aren't lawmakers looking into this option?

The problem is that:
1. Many of the loans were made to people with bad credit
2. People's home values have fallen to levels where the houses are worth less than the amount owed.
