i be familiar with i have to file a section 216 form but i can't find it anywhere on the revenue canada website

Canada and the US have some systemize of tax agreement so does it mean you don't have to declard Canadian income on your US tax return? If you pay tax in Canada is that cogent enough? Or is it illegal to declare $0 on the US tax return?
