How Can I Invest In Real Estate Tax Liens?

I've heard tax liens can return 16% py? Does anyone know how to get started in this investment vehicle? Do I have to go down to my city entry and find real estate records?

Is this something only an accredited investor can invest in?

Any information would be helpful.
