I am amending my 2003 taxes and i am told i have to do this within three years ?

If you clear that you owe more tax on a prior year return, you should "pay the tax, penalty, and interest as soon as you realize that it is owed."

However, since it sounds like you are also amending your federal recurrence, the instructions give you two options regarding the state return:

How Much State Tax Should Be Withheld?

I recently baffled my job, due to the lack of work, and economy. So I filed for unemployment. They sent me a Voluntary Voting for Deduction and Withholding of Individual Income Tax form. They are asking for me to put down a percentage of how much State Income Tax to withhold. How much should I put? I've never had to do this before, and I need boost!! Any help would be great, thanks!

Answer: Find out the income tax rates for your state of affairs, estimate the amount of unemployment payments you will receive if you collect it for the entire year, see where that mentioned falls on the tax chart, and then have that percentage withheld.

For example, in New York, 7% is the accepted maximum. Someone who only has taxable income of $20K (about what you'd get in NY for a full year on unemployment at the top rate) would pay maybe 4%.

2) Standard expenses and losses may by only partially deductible
a) WhaT % of health insurance premiums are deductible by a self employed taxpayer?
b) What % of self job tax is deductible for adjusted gross income?
c) How much of the loss on the sale of stock or investment assets is deductible against unexceptional income in one year?

Answer: 1) The only exclusions are tax exempt interest, fitted dividends(Depending on the dividend paid), IRA contributions that are not taxable, pensions that where rolled into a qualifying plan and not taxable and public security benefits if other income is less than 10,000. Everything else must be claimed, even what I mentioned must be put on the return but its not taxable. Even some embassy workers must be entitled to their income.(This depends on the tax treaty between the USA and the other country)
