Have The IRS 1040 Forms Been Sent Out Yet?

We generally speaking get our tax forms in the mail by now. Have they been sent out yet? We had our mail stopped for a few days and are becoming a little paranoid.

Where Does The IRS Get The Names For Its Tax Forms? For Example, Why Is One Called The 1040?

Does anyone discern for sure whether the IRS (a) sends back unsigned tax returns, (b) sends a form that must be signed and returned, or (c) ignores them? This is very bothering me. I failed to file for several years, then sent in past 1040 forms without signing them and without enclosing the tax due. Is there an accountant or IRS worker out there who can answer my question?
